Maryland Homeless Crisis 2025 Baltimore Encampments, HUD Housing Cuts & 3,300 at Risk

Maryland is often seen as “stable” a state of harbor lights, office parks, and wealthy suburbs. But in 2025, more than half of all people experiencing homelessness here are sleeping directly under the open sky, on the same sidewalks where tourists take photos of Baltimore’s Inner Harbor. For years, Maryland quietly proved that Housing First works: fewer tents under bridges, more families pulled back from the edge. Then one new HUD policy threatened to slash funding for permanent housing, putting an estimated 3,300 adults and 1,100 children at risk of losing their homes almost overnight. In this documentary from Homeless Life Stories, we travel from Baltimore’s encampments and highway underpasses to Montgomery County’s “almost homeless” families, and inside the CSRAP and SHaRP programs that are trying to hold the line before people fall into the streets. We look at who is most affected especially Black residents, veterans and single mothers and why a state that spends tens of millions on housing can still see encampments swept away while waitlists for vouchers stretch into years.
