NAD Requests PM Modi to Make ISL an Official Language

NAD is the National Association of the Deaf. Their President is A.S.NARAYANAN. They have recently written an open letter to Prime Minister Narendra Modi for including Indian Sign Language in the list of official languages of India. In the letter NAD praises PM Modi for the positive measures he adopted for the betterment of the Deaf Community like launching the ISL dictionary. However, the association stressed that unless ISL is recognised as an official language, the Deaf will remain deprived of right to information, right to education, right to employment, right to justice and all other rights. They mentioned that the United Nations Convention on the Rights of Persons with Disabilities mandates that sign language be accorded equal status as other spoken languages and that India’s Rights of Persons with Disabilities Act 2016 mentions sign language as a mode of communication. The RPWD law provides for having sign language teachers in educational institutions, sign language interpretations in media, etc.

Inorder to fulfil the above-mentioned mandates, NAD believes the first step would be to add Indian Sign Language in the 8th Schedule of the Constitution. Among the 22 official languages, the association said Dogri language is spoken by approximately 2.3 million people and Maithili language is spoken by 15 million people in India. ISL is the mother tongue of 18 million deaf people in India. Yet their language remains unrecognized, thus making them totally invisible and “voiceless”! The organization has sincerely pleaded with the PM to create history by recognising Indian Sign Language as an official language and that day would be a golden chapter in the history of the Deaf movement in India.
