In this video I try to list the various tools and supplies you will need to care for your guitar neck, finger board and frets. Finger boards should generally just be kept clean. Wiping them down with a damp cloth is fine if you dry them off right away. For a really dirty finger board, lighter fluid or napthal works just fine. Again, just wipe it off clean right away.
The frets are a different story. They are made of metal and require dressing after significant long-term use. Frets also require attention if you have fret buzz, difficulty getting your guitar to intonate properly, or the strings catch on bends.
If you are working on just one fret, then you diagnose why it is a problem and fix that fret. If you are working on the whole finger board, then the tools needed are a little different. Frets are metal, so once they are filed or leveled, they will need to be brought back to a fine polish. This is done with finer and finer grit abrasives. Since you are using abrasives next to wood, it is important to protect the wood finger board. Various supplies are listed and shown in this video.
