The plastic side trim panels allow water to run behind them, and behind the plastic lugs. The water then runs down the inside of the van, and 'should' eventually find its way out through drain holes in the bottom of the sills.
But what happens when there's insulation on the inside of the walls, or the drain holes get blocked.
It's a lot easier to just stop the water getting in there.
