Centre Proposes ₹30,000-Crore Modified UDAN Scheme
The Government of India has proposed a ₹30,000-crore revamp of the UDAN (Ude Desh Ka Aam Nagrik) regional air connectivity scheme to extend it beyond April 2027 and expand aviation access to underserved, remote, and hilly regions.
Key Allocations
₹18,000 crore – Development of new airports, greenfield projects, refurbished airstrips, and heliports in difficult terrains.
₹12,000 crore – Viability Gap Funding (VGF) to help airlines operate regional routes with low initial demand.
Target Regions
North-Eastern states
Hilly and remote terrains
Aspirational districts
Small towns with poor or no current connectivity
Background & Evolution
Launched in 2016 under the National Civil Aviation Policy.
First UDAN flight: Shimla–Delhi (2017).
Initial allocation: ₹8,000 crore.
Achievements so far:
649 routes operationalized out of 915 sanctioned
92 unserved/underserved airports + 15 heliports + 2 water aerodromes
1.56 crore passengers across 3.23 lakh flights
Persistent challenges such as land delays, technical restrictions at small airports, aircraft shortages, and low demand have limited full implementation—prompting a redesigned framework.
Objectives of the Modified Scheme
Add 120 new destinations over the next decade.
Enable 4 crore additional passengers on regional routes.
Expand infrastructure: airstrips, small airports, water aerodromes, helipads.
Encourage greater private sector participation via simplified leasing and route bidding norms.
Why Modification Was Needed
Land and state clearance delays
Lack of navigational & terminal facilities at small airports
Shortage of 20–70 seat aircraft
Maintenance and leasing constraints
Low, inconsistent passenger demand in remote regions
The new model offers flexible funding and stronger Centre–State–Airline coordination.
Incentives & Support
Airport operators and states will provide:
Reduced fuel taxes
Lower airport charges
Priority parking
Faster regulatory approvals
New airports will get dedicated capital infusion to become UDAN-ready.

Faster evacuations and supply delivery in remote districts.

Reduces regional disparities by linking difficult terrains to national air routes.
