Steps:

Interact with extinguished campfire NW of the Kodo GY and accept "Highway Robbery"
Desolace - 47, 54

Talk to Bibbly F'utzbuckle turn in quest and accept "On the lam"
Desolace - 62, 39

Go to the Inn in Booty Bay
Turn in On the Lam
Accept "Cherry for your thoughts"
Buy a Cherry Grog from the bartender
Turn in quest

Head to the south most part of Arathi near the wetlands
Arathi - 50, 89

Head to the boat in the water and interact with it

After the boat teleports you head along the coast and find Illari Duskfeather

Speak to and defeat Illari Duskfeather

Loot the key from the bag on the ground

Open the box near where you first spoke to Illari

If you are having trouble receiving the item from the Jewel Encrusted Box log out of the game, delete your cache on wow, and log back in to try again.
