The COVID-19 pandemic has put strain on industries and economies worldwide, increasing pressure on public sector budgets. Historically governments in the MENA region have invested heavily into infrastructure projects and public assets such as hospitals, schools, transport and more, however in light of the current situation it is clear that new, more sustainable ways of approaching project finance are required.
• How has the COVID-19 pandemic changed the appetite for PPP in the MENA region?
• How has the market changed and what barriers do we need to overcome to start seeing more widespread adoption of PPP frameworks for infrastructure projects across the region?
• What does the current PPP project landscape look like in MENA and what are the opportunities for investors and private sector partners?
• What best practice or previous experience can we look at in the region and how can we build on this to increase transparency in the legal framework and to help support investor confidence?
• What will be the role of sovereign guarantees?
• What other opportunities can PPP offer in terms of land monetization and revenue enhancement? How could PPP contracts help to extract the most value out of your assets?
