개발청정지역이 관광특구로 지정되려고 한다. 기업가 출신 장사장은 관광특구로 지정이 되기 전에 마을에 들어와, 관광업을 시작한다. 마을에는 야생동물의 작물피해를 막기 위해 덫이 있다.
최초의 사고는, 관광차 마을에 온 외지 손님들의 애완견이 덫에 걸리면서 시작된다. 마을의 이장과 장사장은 마을의 발전(?)을 위해서 덫을 치우고, 피해보상에 대한 계획을 세운다.

The clean development area is about to be designated as a Special Tourist Zone. A former businessman, Mr Jang, enters the village before the designation of a Special Tourist Zone and starts the tourism business. There are traps in the town to prevent crop damage by wild animals.
The first accident begins when a dog of guests who visit for sightseeing is trapped. The village foreman and Mr Jang clear traps for the bright future of the town(?) and make plans for compensation for damage.

어느 농촌 마을을 배경으로 펼쳐지는 성격과 관계의 드라마. 농촌의 개발과 이권을 둘러싼 갈등이 표면적인 서사이지만, 그 아래에서 영화를 이끌어가는 중요한 동력은 갈등의 중심에 놓인 두 인물 미스터 장과 청년 이장의 관계가 만들어내는 기묘한 우정과 긴장이다.
영화는 미스터 장의 속내는 무엇인지, 이장은 미스터 장의 요구 앞에서 어떤 선택을 할 것인지를 두고 뻔한 드라마적 결말로 향하는 대신 어떤 대가보다도 인정을 필요로 하는 인간 심리의 복잡성의 영역에 대해 이야기한다.

The conflict over rural development and interests is a superficial narrative, but the main driving force behind the film is the strange friendship and tension created by the relationship between the two characters, Mr Jang and the young village foreman, who are at the center of the conflict.
The film talks about the complexities of human psychology that require recognition more than anything in return, instead of heading for an obvious dramatic ending over what Mr Jang's intention is and what choices the young man will make in front of Mr Jang's demands.
