What do the latest CITYFHEPS changes mean for NYC landlords and tenants? There are two major updates that took effect on July 1, 2025. The first is the adjustment to the payment standards, which set the maximum rent allowed under the program. These standards now weigh utilities and fuel sources more heavily, resulting in slight increases for some apartments and decreases for others.
The second update is the proposed elimination of the landlord incentive bonus, a change that impacts how much landlords receive when leasing to CITYFHEPS tenants. While that incentive was going to be removed, it is currently still being provided! Additionally, the CITYFHEPS supplemental remains, providing up to four months of rent at the start of a new tenancy.
