I found a workaround (worked Windows 24H2):

When in the startup screen of Forza Horizon 3 that shows 3 options "Continue", "Options" and "Exit":

Select "Options"

Type the "Enter" key

(The screen will become blurry)

Press Alt-TAB to switch to another app

At that point, FH3 should start the "Precompiling Shaders" step (from 0% to 100% in a couple of minutes).

Exit the game and restart

From there on, the "Continue" option should work and the game works.
