To unlock Penance in Final Fantasy X, you need to defeat all Dark Aeons that appear after obtaining the airship. These Dark Aeons are super powerful versions of the regular Aeons and are found in various locations across Spira.
Once you defeat all of them, i.e., (x2) Dark Ixion without leaving the Thunder Plains, (x5) Dark Yojimbo without leaving the Cavern of the Stolen Fayth, (x1) every other Dark Aeon), Penance will appear in the Calm Lands.
Defeating Penance is considered one of the toughest challenges in the game due to its immense strength and unique mechanics. This video can be seen as a full guide!
It's recommended to have powerful equipment, high/maxed stats, and a solid strategy to take on this formidable boss.
