At the onset of legalization in California in 2018, Oakland launched the nation’s first Cannabis Equity Program.
Prior to legalization, 90 percent of cannabis arrests in Oakland were of people of color, the majority of whom were Black residents. The Equity Program reserves half of Oakland’s cannabis licenses for businesses owned by people with local cannabis convictions, and residents from the primarily Black neighborhoods targeted for cannabis arrests.
Weed Dreams is a 9-part docu-series chronicling several Black entrepreneurs over four years, as they try to succeed in the predominantly white cannabis industry through this groundbreaking program.
