Intel core i5 13500 with 65W limit + temperature in Cinebench R23

Testing Multi core and Single core performance of the i5 13500 in cinebench r23 but with 65W limit.

As you can see in the video the CPU consumes up to ~ 140w for a short time but then wents down to 65W limit, with a temperature of about 45 degrees, wich may be 1-5 degrees higher if tested for much longer.
I have no idea why this happens.

CPU: Intel Core i5 13500
RAM: 2x 16GB Kingston Fury RGB 5200mhz CL40
Cooler: Enermax liqfusion 360mm AIO (older version of it) (with 3x Arctic P12 fan)
