[TFC] fix fan boost on dedicated/local server

EDIT : This fix doesn't work for all maps, I'm trying to improve this plugin so that it works everywhere, on the map siege for example it doesn't work and I'd done my tests with fps_max 200, if you decrease the fps value or increase it, the propulsion speed is modified and it doesn't work correctly anymore.

When I wanted to play TFC again in 2024,
I noticed a strange bug on dedicated servers or local servers: the fans boost much more than they used to in the past.
For players who regularly play concmaps, this bug made some maps impossible to finish (like conc_strafe).
