Zero confirmed cases of COVID-19 on Bonaire as of April 12, 2020 - island residents implementing social distancing just in case, but island not in lockdown. The beaches are open! However, ports of entry/exit to the island are officially closed for at least a month. My guess is the island is closed for entry for at least four months.
