Protocols—rule sets, routines, and symbols that coordinate collective action—govern everything from TCP/IP packets and vaccination playbooks to parliamentary procedure. Yet scholarship still treats them as siloed curiosities: computer scientists formalize network handshakes, political scientists trace treaty compliance, and safety engineers model checklists. This talk sketches a cross‑disciplinary framework that unifies these fragments into a formal theory of protocols capable of spanning digital, biological, and social domains.
