This is the "director's cut" version of Graham's presentation to the 2021 ToC-Down-Under conference.
Graham (a former accountant) shares his Master's research into common budget practices. They're supposed to save money, by making sure it's well spent. Graham's analysis - which he did using the ToC thinking processes, combined with ToC principles from Throughput Accounting and Critical Chain- shows that the exact opposite is happening - the budgetary game playing wastes money.
