Sleeping Beauty Blows Almost TRIPLE the Limit After Drunkenly Falling Asleep at the Wheel

Around midnight on September 20, 2025, Sergeant Stephen Notte with the Chester Township Police Department responded to a report of a vehicle being driven erratically on North Road in Chester Township that was headed towards Randolph Township. The caller advised dispatch that the driver had driven in oncoming traffic and nearly struck a tree. They were subsequently advised that the driver had pulled over on Old Farmstead Road.
Sergeant Notte eventually located a white 2019 Hyundai that was stopped on Old Farmstead Road. He exited his patrol car to make contact with the occupant of the vehicle, and he observed that a female was asleep behind the wheel. After shining his flashlight and knocking on the window, he awakened the driver. She was later identified as Victoria Harlan.
As he was speaking with Victoria, Sergeant Notte detected the odor of alcohol and observed other indicators of impairment. Victoria told Sergeant Notte that she was coming from her friend’s house in Long Valley. She later admitted to consuming some alcohol earlier that evening, but she denied consuming a lot. Based on his suspicion of impairment, Victoria was eventually asked to exit the vehicle and perform field sobriety exercises.
The first exercise was the Horizontal Gaze Nystagmus (HGN) test. The second exercise was the Walk and Turn test. During the Walk and Turn test, Victoria failed to touch heel-to-toe on each step and took an incorrect number of steps. The final exercise was the One Leg Stand test, but it was terminated early because Victoria was not following instructions.
Based on the caller’s account of an erratic driver, her lack of coherence, and her inability to satisfactorily complete the field sobriety exercises, Victoria was placed under arrest for DWI. Her vehicle was impounded for a 12-hour hold according to John’s Law, while Sergeant Notte transported Victoria to the Chester Township Police Department for further processing.
At the station, the Standard Statement for Motor Vehicle Operators was read to her, and she eventually agreed to submit breath samples after initially hesitating. Her Alcotest results indicated a BAC level of 0.22%, which was nearly triple the legal limit of 0.08%. After they finished processing Victoria, she was released to her husband pending her court appearance after he signed the Potential Liability Warning on Victoria’s behalf.
Sergeant Notte issued Victoria the following traffic tickets:
-Operating under the influence (39:4-50)
-Reckless driving (39:4-96)
-Traffic on marked lanes (39:4-88)
-Obstructing passage of other vehicles (39:4-67)

The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
