Raisina Dialogue 2024 | Asymmetric Governance: How can Multilateralism Work with Multipolarity | Pre-Read: World Economic Forum White Paper - Shaping Cooperation in a Fragmenting World. The post-war order was not designed for a multipolar world. Its multilateral architecture worked reasonably well in a bipolar Cold War; it survived the unipolar decades but has now begun to dissolve in the face of the centrifugal forces of multiple new centers of power. The diffusion of power is a natural, even inevitable, consequence of growth and demographic dynamics. Yet the dangers of 19th-century “sphere-of-influence” thinking are also well-known, and multilateralist solidarity does defend against such disorder. A multipolar world may be a reality; it may even be long-desired. But new forms of multilateralism may also be needed to meet this moment.
Who has hurt the UN, the WTO, and the WHO—and are these injuries mortal? Will these institutions live to 2050 in any recognisable form?
Most world institutions were designed along multipolar principles, even if those were never put into practice. Can what was imagined be made real—or are new institutions inevitable?
How can we ensure that a multipolar world does not mean unipolar neighbourhoods?
Can coalitions of large and influential states do better than existing multilateral institutions? Could they conceivably build greater legitimacy?
Which countries have a stake in both multilateralism and multipolarity?
