"President Hugo Chavez. I believe there is an essence and principles in the dialogue. To respect and to be respected we must try not to disregard others. We can't disagree, totally disagree, with someone's ideas or behaviour without insulting them. Never. What I want to say, to express, is that a good way for us to work together, to understand each other for the good of our countries is by respecting each other as democratic representatives that we are and ask President Bachelet that this becomes a rule of conduct in a forum that represents the citizens. We must respect everybody, the presidents or former presidents of the countries that are part of this forum. I believe it is a good principle and I really hope for this to be the code of conduct from now on because the way we behave gives meaning to the things. And you can radically disagree whilst respecting the others. That's the principle you have to follow to be respected afterwards. And I'm sure that this table and all Latin American citizens want their heads of state democratically elected representing the people to respect each other, today and tomorrow. Even though we disagree on our ideas."

STORYLINE
The Ibero-American summit ended on an unusually heated note on Saturday, when an angry verbal spat culminated with the king of Spain telling Venezuelan President Hugo Chavez to "shut up."
Chavez, the outspoken leftist leader who called United States President George W. Bush the "devil" on the floor of the United Nations last year, triggered the exchange by repeatedly referring to former Spanish Prime Minister Jose Maria Aznar as a "fascist."
Aznar, a conservative and a close Bush ally who backed the US-led war in Iraq, "is a fascist," Chavez said in a speech to leaders from Latin America, Spain and Portugal.
Fascists are not human.
Spain's current socialist prime minister, Jose Luis Rodriguez Zapatero, responded during his own allotted time by urging Chavez to be more diplomatic in his words and respect other leaders despite political differences.
Zapatero the told Chavez that "a good way for us to work together, to understand each other for the good of our countries is by respecting each other" eliciting applause from the gathered heads of state.
Chavez repeatedly tried to interrupt, but his microphone was off. Spanish King Juan Carlos, seated next to Zapatero, angrily turned to Chavez and said, "Why don't you shut up?"
The summit is held for leaders from Latin America, Spain and Portugal.
