This session examines how global and national tax systems impact the funding of social protection. Presentations will examine the international tax architecture, pointing out how its shortfalls hinder revenue mobilization for social welfare in lower-income countries, especially given digitalization, directly diminishing resources available for crucial social programmes.
National case studies further illustrate this challenge: illicit financial flows in Ghana's extractives, costly and inefficient tax incentives in Uganda, and the erosion of South Africa's tax base through international tax competition all reduce funds vital for social safety nets. The session collectively underscores the urgent need for comprehensive reforms to create fairer and more effective tax systems capable of adequately financing social protection for all.
