This video attempts to give you a better feel for what an obstructed view cabin is like on the Regal Princess or Royal Princess. Pictures are of E623.
Using photographs, I generated a diagram that shows how, when standing on your Emerald deck balcony, you can see out, but not very much down (less than 10 degrees down). Whereas in the decks above, you have a line of sight that can go 30 or 50 degrees down.
That being said, I don't think it's a big deal, since most of what you want to see isn't going to be real close to the ship. And the way the ship is designed, not many balconies, if any, can look straight down, since the promenade deck is wider than the decks with balcony cabins.
