Future FlightGear will include the ability to use Photo scenery as an option. The Terrasync auto downloading scenery will not contain or use Photo scenery, it will be purely for addon scenery makers, or if you provide the files, an option in existing scenery on your hard drive.
Test subject I used was Ibiza and the resolution of the photo scenery I used was not the best, but it tested the function, and yes it does work, even on my not so great PC.
