The bill would require people wanting to carry guns to purchase pricey liability insurance and complete safety training and raises the application fee to $200 from $2. Handguns would also be barred from 25 broad categories of public spaces and private property without the expressed permission. Violations would be a third-degree crime, punishable by 3-5 years in prison and a fine up to $15,000.
The Assembly Appropriations Committee voted 7-4 to advance the bill Oct. 10 at the Statehouse in Trenton. It is expected to get a vote in the Assembly on Oct. 27.
