1. I decided to look up what Rice and Gates had to say about this meeting in their memoirs.
From Condi:
"[Bush and Putin] then turned to missile defense, agreeing to find a way to cooperate. I believe now that there was some miscommunication between them, but I didn't catch it at the time. The President was trying to t make clear that he wouldn't reverse the decision to place sites in Poland and the Czech Republic. Putin was offering alternate sites. Yet we were encouraged by Putin's reference during the press conference that afternoon to missile defense as an area of 'strategic partnership" and his proposal that we continue the conversation in the forum of the NATO Russia Council. The President and Putin agreed to have Bob Gates and me follow up with a visit to Moscow."
And from Gates:
"We offered a new proposal for joint cooperation, in developing a missile defense architecture that would defend Europe, the Us, and Russia, accepted Putin's offer for radar information sharing with a view towards creating an integrated command and control of US and Russian missile defense. proposed transparency measures including personnel exchnages that would allow the Russians to monitor our system, and for us to particpiate in their system. [...]and a commitment to make our system operational only when warranted by the evolving threat.
Putin seemed genuinely interested in these ideas and admitted that we had made some interesting proposals.

But The Russians felt that the written version of what Condi and I had offered at the Putin's dacha,
"diluted" what we had said. The only change made in the written version was to note that the presence of Russian officers at our sites in Poland and the Czech Republic would, of course, requite the consent of those governments."
So once again the critical issue seemed to be "Does central eastern europe deserve sovereignty?"
