In the early 1960s, thousands of motorists in Dublin were prosecuted or cautioned for minor traffic offences, raising concerns about whether drivers fully understood the Rules of the Road. At the Garda traffic control centre in the Phoenix Park, traffic officers highlighted common mistakes seen daily on city streets, from breaking red lights to dangerous parking and lane changes. These repeated errors were shown to increase the risk of accidents and injury for both drivers and pedestrians. Senior traffic officials linked the problem to the rapid rise in car ownership and argued that better planning, including off-street parking, was essential to ease congestion and improve safety.
