देश आज़ाद तो हो गया लेकिन अंग्रेज़ी शासन की मानसिक ग़ुलामी से अभी मुक्त नहीं हुआ है। देश की नौकरशाही अंग्रेज़ों के समय की नौकरशाही की मानसिकता से ही काम कर रही है। राजा और प्रजा के भाव का अंतर अभी भी बना हुआ है। यह भाव समय के साथ कम होने की बजाय बढ़ता ही जा रहा है । सिविल सेवा के अधिकारी अपने को इस देश का नया राजा मानते हैं। राज की यह खुमारी उतर ही नहीं रही है। इसमें केवल नौकरशाह ही नहीं राजनेता और न्यायपालिका भी शामिल है। आम आदमी को बराबरी का दर्जा और सम्मान देना हेठी समझा जाता है। इस स्थिति में परिवर्तन के कोई संकेत नहीं दिख रहे।
