How India Philippines Defence Deal Will Counter China?

While Narendra Modi is going to China to meet Xi Jinping, at the same time India is signing a defence deal with Philippines who is an arch rival of China. This is a clear message to China that if it continues to provide weapons & arms to Pakistan against India then India will also make Philipipines its Strategic partner. Tension between China & Philippines goes back to 1949 as both the countries claims authority on South China Sea but now India is also sending its Indian navy warships in South China sea for exercise with Filipino Navy. Not only that, India is also selling Brahmos, Anti-ship missile & other ammunitions to Philippines.
