It seems I found a cool glitch in this particular Nemesis encounter that you get by escaping out the backdoor of the area after you picked up the fuse, magnum, or grenade launcher. You can also just let the zombies in by not choosing an option to get this Nemesis encounter. After you kill Nemesis and head back inside and go back outside his item drop will respawn.
Here is a savestate, it is the USA version for PS1 SLUS-00923
