Over the last few hours of the game, I've been patiently trying to figure it out. I've already bought the 5 fusion cores offered by the desert vendor, and I've faced and defeated the Arctic boss, Walrus, without getting any. I know that Solifugae, the desert boss, is the last chance to get it, so let's fight to get as many as possible before the final showdown. Even after the long-awaited showdown, there's still a lot to do. I'll have to learn from / @charanporan_ how to produce enough energy for that many fusion cores!
