Structural Adjustment Programmes (SAPs) were introduced in Africa in the late 1980s and early 1990s.It was the "magic bullet" to make African governments "effective and efficient". SAPs turned out to be a "failed experiment" and many African countries paid and are still paying a terrible price. The total African Loan portfolio before SAPs was $567 billion however after SAPs it rocketed beyond $1622 billion. This poses a question to whether SAPs were the magic bullets or a poisonous chalice?
