In recent years, governments have turned to industrial policy in response to global challenges like the climate crisis, geopolitical tensions, and supply chain issues. The goals of the ‘new’ industrial policy include assuring a competitive supply of products and technologies, strategically positioning domestic firms in building next-generation technologies, addressing market failures, and promoting growth in selected industries. The policy tools include subsidies, grants, trade restrictions, direct investment in infrastructure and green transition technology, and programs to encourage employment and regional economic development. Held on February 20-21, 2025, the 14th annual JRCPPF conference explored the recent resurgence of industrial policy. How does the new industrial policy differ from the old? What are the lessons from China’s approach to industrial policy? How can emerging market nations draft an industrial policy playbook?
