Man Talks Himself Into Arrest After Police Catch Him Using Ocean As Toilet

Body Cam Video - On February 10, 2025, officers with the Florida Fish and Wildlife Conservation Commission (FWC) were conducting boating safety and fisheries inspections at Douglas Crane Boat Ramp. Around 3:40 p.m., a white vessel named "Nauti Blue" was observed violating the slow speed zone while entering the ramp area. The operator, wearing jeans and a blue flannel shirt, was accompanied by a male passenger in a brown sweater who was seen urinating off the side of the vessel.

Once the vessel was beached near the ramp, officers approached to address both violations. The vessel’s Florida registration was confirmed, and the operator identified himself. He stated he was picking up a friend and a juvenile for a fishing trip.

During contact with the operator, officers noted multiple indicators of impairment: slurred speech, dry mouth, glassy eyes, strong odor of alcohol, hyperactivity, mood swings, and difficulty maintaining balance despite the vessel being stationary. The operator was also forgetful and repeatedly asked why he was stopped.

While citations were being prepared, the operator approached the patrol vehicle multiple times, asking to speed up the process and showing signs of agitation. He referenced fine amounts without being prompted and made unrelated remarks when asked basic questions. When asked to perform Seated Field Sobriety Tasks (SFSTs), he initially agreed but became increasingly uncooperative, making irrational statements and refusing to sit as instructed. He alternated between cooperating and refusing, expressing paranoia, referencing past encounters, and accusing the officer of targeting him.

Multiple attempts were made to explain the purpose of SFSTs and encourage compliance. The operator ultimately refused to perform the tasks. Based on observed indicators and the officer’s experience and certification as a Drug Recognition Expert, it was determined that his normal faculties were impaired. He was arrested at approximately 4:16 p.m. for Boating Under the Influence (BUI).

Following the arrest, the odor of alcohol became stronger inside the patrol vehicle. The operator continued yelling and displayed erratic behavior. He refused both breath and urine tests after being read the Implied Consent Warnings. Documentation of his refusals was provided, and empty beer cans were found aboard the vessel, documented via photographs. The vessel was left anchored near the ramp with a sober contact standing by until a responsible party arrived to retrieve it.

The operator was transported to the St. Johns County Jail. During transport, he again made comments about past encounters and claimed the low tide was the reason for speeding. Officers reminded him that operating a vessel while impaired is illegal, regardless of other factors.

The operator was read his Miranda Rights and chose not to speak further. He was booked for operating a vessel while impaired and issued infractions for refusal to submit to chemical testing and for expired registration, along with two warnings for speed zone violation and lacking a registration certificate.

An assisting officer noted that after the initial stop, the passenger’s public urination was clearly visible to the county park. The operator became loud and aggressive during the stop, shifting between respectful and irate behavior. When asked to perform SFSTs, he gave numerous excuses and referenced a prior occasion when an officer had allegedly let him go despite worse behavior. After being secured in the patrol vehicle, he continued yelling, and another officer noted a strong alcohol odor upon checking on him.

The operator was transported without further incident.
