Kitgum District has introduced a new standard PTA fees policy affecting all government-aided primary schools.
In a landmark decision, the District Council has approved the harmonisation of Parent–Teacher Association (PTA) contributions across 91 primary schools, aiming to end long-standing inequalities in access to learning materials, co-curricular activities, and learner support services.
Under the new policy, parents will contribute a uniform annual PTA fee of Shs36,000, paid across the three school terms. Education leaders say the move is about more than money — it’s about fairness, equity, and giving every child an equal chance to succeed, regardless of where they study.
What does this mean for parents, pupils, and schools in Kitgum District?
And will the new policy truly close the gap between well-funded and under-resourced schools?
Watch the full report to understand how the policy works and why district leaders say it marks a turning point for primary education in Kitgum.
