Kinshasa, Kigali peace framework stalls

The fragile peace process between Rwanda and the Democratic Republic of the Congo faces fresh hurdles. Despite a U.S.-mediated deal signed in June, both countries are refusing to sign the "Regional Economic Integration Framework" slated to happen this week. Sources say Kinshasa is holding back until 90 percent of Rwandan troops withdraw from eastern DRC.
