Fireplace's flue damper must be open when the fire or ember is burning in the fireplace because it provides the necessary updraft for the smoke. But the damper should be closed when the fire is out to prevent heat loss through the chimney.
If the damper is closed too early and the flue damper is not equipped with carbon monoxide gap there's risk for potentially lethal poisoning by colorless, odorless carbon monoxide. More info about CO poisoning: https://www.cdc.gov/co/faqs.htm
