This is 'Square Cells' a puzzle game on Steam for a couple bucks. I'll be sharing the rules along with my opinion/review.
It's essentially just Picross (aka Nonograms) mixed with Nurikabe. So if you like playing picross, nurikabe, and other logic puzzles, you'll really enjoy this one.
This game was made by Matthew Brown who also put out the Hex Cells puzzle games which I thought were amazing. I would highly recommend his logic puzzle games on Steam.
