In 2020, the high court ordered the electoral commission's chairperson justice Simon Byabakama to allow all prisoners participate in 2021 general polls, but the court ruling was not adhered to due to lack of funds by the commission.
The same has been repeated in 2026 over similar reasons.
Analysts contend that the government cannot allow over 80,000 prisoners to participate in elections since most of them will vote against it.
