Verb aspect in Russian is quite a difficult element of grammar. To help you understand the difference, I have shown you an analogy with the only 4 verbs in English that convey this idea of aspect. We can regard "to speak" as the imperfective and "to say" as the perfective. When you're translating into Russian, and you have a sentence that contains "say", use сказать in Russian. That's a perfect translation. When you have "speak", translate it as "говорить". The difference between "to speak" and "to say" is exactly what verb aspect is in Russian. There may be some exception to this general rule, but in most cases this should help you.
