झारखंड के 6,63,499 विद्यार्थियों को वित्तीय वर्ष 2024-25 का स्कॉलरशिप नहीं मिला है. आदिवासी, दलित और अति-पिछड़ा समाज के बच्चों के लिए दोहरा संकट है. अव्वल तो वे कॉलेजों की फीस नहीं भर पा रहे हैं और दूसरी समस्या यह है कि वे रांची, हजारीबाग, धनबाद और दुमका जैसे शहरों में लॉज के कमरे का किराया भरने से लेकर भोजन जुटाने और कॉपी-किताब खरीदने तक में सक्षम नहीं हो पा रहे हैं. रांची की एक यूनिवर्सिटी ने तो बकायदा छात्रों को अल्टीमेटम जारी कर दिया है कि यदि समय पर फीस नहीं भरी गई तो अगले महीने से फीस के साथ 50 रुपये का अतिरिक्त शुल्क भरना होगा. ई-कल्याण पोर्टल पर कुल 6,63,499 विद्यार्थियों ने स्कॉलरशिप के लिए आवेदन किया है जिनमें ओबीसी वर्ग के 4,56,494, अनुसूचित जाति वर्ग के 54,733 और अनुसूचित जनजाति वर्ग के 1,47,272 विद्यार्थी हैं. निम्न मध्यमवर्गीय परिवारों से आने वाले इन 6.63 लाख बच्चों के लिए स्कॉलरशिप ही उनके सपनों का सहारा है.

663,499 students in Jharkhand have not received scholarships for the 2024-25 financial year. Children from tribal, Dalit, and extremely backward communities face a double crisis. First, they are unable to pay college fees, and second, they are unable to afford even the rent of lodge rooms, food, and books in cities like Ranchi, Hazaribagh, Dhanbad, and Dumka. A university in Ranchi has issued an ultimatum to students: if fees are not paid on time, an additional fee of ₹50 will be charged on top of the fees from next month. A total of 663,499 students have applied for scholarships on the e-Kalyan portal, including 456,494 from the OBC category, 54,733 from the Scheduled Caste category, and 147,272 from the Scheduled Tribe category. For these 6.63 lakh children from lower middle-class families, scholarships are the only support for their dreams. If they continue to receive scholarships, they will be able to study, otherwise they will have to pack up their bags. This is only the figure for those students who did not receive scholarships for the 2024-25 academic year. If we add the number of students who received scholarships for the 2022-23 and 2023-24 academic years, the number of students deprived of scholarships is much higher.
The big question is why the Hemant government in Jharkhand is not providing scholarships to students. Is the Maiyaan Samman Yojana the reason? To understand this, we spoke with some students. We will not name them because governments and administrations are easily hurt and have the power to disrupt someone's career and life in a jiffy. The students told us that the government offers two types of scholarships through the e-Kalyan portal. The first is the Pre-Matric Scholarship, which provides funding to students up to the 10th grade, and the second is the Post-Matric Scholarship, which provides scholarships for courses from the intermediate level onwards, such as BA, BSc, BTech, BBA, BEd, MSc, etc. The scholarship scheme is such that the state government bears 100% of the scholarship amount for children from the Scheduled Tribe category, while the state government bears 40% of the scholarship amount for Dalit and Most Backward Class children, with the remaining 60% coming from the central government. This is how students received scholarships until 2021.
