This is from a comedy show called Gaki no Tsukai ya Arahende, legendary comedy show in Japan (and where the Asian man screaming meme comes from). This skit is from the 'Shichi Henge' series, where a guest comedian tries to make the regular casts laugh in each of the seven skits they attempted, hence the name Shichi Henge or Seven Faces. (the setting is sort of mimicking Gaki no Tsukai's show meeting).

The penalties for those who laughed in a skit must pay 1000 yen (maximum 7000 yen per person). The money collected from Shichi Henge would be donated to charity.
