In early December 2021, 13 civilians were killed in Nagaland by the armed forces in a case of mistaken identity triggering debates about the draconian Armed Forces (Special Powers) Act - AFSPA. Experts have recommended doing away with the law that gives defence personnel sweeping powers of arrest and search without legal repercussions in areas that are declared “disturbed”. But authorities say that such measures are necessary to counter insurgency and separatism.
