Requeriments to fight Gouken:
Unlock Akuma
Finish Arcade Mode with Akuma
Play arcade mode with a character you have previously finished arcade mode with.
Now the requeriments get a bit confusing, I don't know if they change if you set rounds to 3 or more, so for this set rounds to 1.
Get at least 5 first attacks.
Get THREE ultra combo finish. (No more than three)
Get ONE perfect victory. (No more than one)
Don't lose any battle.
After beating Seth you will fight Gouken, you have to beat him to unlock him as a playable character.
