Law and Mental Health: Competence to Stand Trial Evaluations: Assessing Need for Hospitalization -Ira Packer, PhD, ABPP
Dr. Packer is Professor Emeritus of Psychiatry at University of Massachusetts Chan Medical School and is Board Certified in Forensic Psychology by the American Board of Forensic Psychology. He has served as President of both the American Board of Forensic Psychology and the American Academy of Forensic Psychology. He has over 40 years of experience as a forensic evaluator, educator, researcher, supervisor, and administrator in programs focused on Forensic Psychology. Dr. Packer has directed Forensic Evaluation services at both the Massachusetts maximum security forensic hospital in Bridgewater, as well as the medium security facility in Worcester. He chaired the Designated Forensic Professional Committee in Massachusetts, which oversaw training and certification of forensic psychologists and psychiatrists. In addition, he directed the UMass Forensic Psychology Residency Program for over 21 years. He has published numerous articles and two books on forensic psychology topics, including competence to stand trial, the insanity defense, and violence risk assessment. He has provided consultation on quality assurance of forensic reports and on systemic responses to providing services to individuals adjudicated as incompetent to stand trial in jurisdictions across the country.
Learning Objectives:
1. Identify at least two strategies that states have adopted to reduce inpatient hospitalization of incompetent defendants.
2. Identify at least three elements that forensic evaluators can address to determine need for hospitalization of incompetent defendants.
3. Discuss the pros and cons of the expanding role of competence to stand trial evaluators in addressing need for hospitalization.
