Create a dynamic hair (with nHair) in Maya and attach it to the IK spine handle (by replaced the original curve) with node editor.
Steps:
create a CV curve
create the "hair" geometry
create joints
bind joints to geometry
create an IK spine handle
make the curve dynamic
replace original curve with dynamic for the IK spine handle
unlock point lock for base in the follicle node
play the animation, and enjoy it.
