1789년프랑스 혁명 이후 발표된 인권 선언에서는 모든 인간은 자유롭고 평등한 권리는 지닌다. 개인의 자유와 사생활 보호는 인권의 기본이 되었다.

According to the Declaration of Human Rights announced after the French Revolution in 1789, everyone has the right to freedom and equality. Protection of individual liberty and privacy then became basic human rights.
