Dream effects scenes are in the past while the normal ones are in the present.
This movie is about Hawke after killing Anders for his crime. But she is unable to move on and can't stop thinking about him and the love they shared. After a few days Fenris comes to her home to talk and try to comfort her...
And in the beginning there's banter between Justice and Anders from Awakening. If I remember correctly Anders mentions in DA2 that this particular conversation is what drove him to change. So it's to show how far it got him and his fellow mages in Kirkwall that night.
