For the dough
450g flour
1/2tsp salt
125g butter
1tbsp baking powder
1 egg
215ml buttermilk
For the filling
1tbsp oil
1 onion
1 garlic clove
500g minced beef
1tsp rosemary
1/2tsp ginger powder
2 bouillon cubes
1 carrot
1/4cup soy sauce
1tbsp cornflour
1tsp cayenne pepper
