The composer for this track is actually Toru Minegishi, who wrote this piece and others for Twilight princess. When editing this video, I searched for "Hyrule Field Twilight Princess" on YouTube, and the first video that comes up lists Koji Kondo as the composer. There's even a video on Nintendo's official channel of the composer going into more detail on this track.
