The Commodore VIC-20 was the predecessor to the C64. And for all the things it can do, it doesn't offer split chroma and luma signals like the C64 does. So you can't just make a S-Video cable for it.
And all the guides and tutorials out there are for the later VIC-20s, the CR or Cost Reduced models. Mine is an older version that hasn't been through cost reduction, and has a bit of a different video circuit. Today I take on that circuit and make it show me a nice clean picture.
The results are insane! So much so I couldn't help but play a few games before I put it away for the night!

And the parts I ordered from Mouser:
RCA Jacks - 490-RCJ-### where the ### is 021-024 depending on the jack color you want.
S-Video Jack - 806-KMDVLX-4S-N-1
5 Pin DIN Connector - 568-NYS322G
